RESIDENTIAL SCHOOLS

Education is recognised as a fundamental human right, along with other necessities, such as food, shelter and water in The Universal Declaration on Human Rights (1948). It provides a strong base for the Social, Economical, Scientific and Political upliftment of every individual. The Department of Social Welfare (SW), Government of Karnataka established the Morarji Desai Residential Schools (MDRS) on the lines of Jawahar Navodaya Model Residential Schools of Government of India, to provide quality education along with residential facility to the meritorious students of Scheduled Caste (SC), Scheduled Tribe (ST), Backward class (BC) and Minority groups of rural areas who are educationally, socially and economically backward. In the beginning, the residential schools were started under various Departments such as Department of Public Instruction, SW Department, BC Welfare Department and such schools were being maintained with the budget provided under the heads of accounts of the respective Departments. There were 77 schools including 11 schools to be established during the year 1999-2000. The Navodaya schools were sanctioned during the years 1992-1995 and MDRS sanctioned beginning with the year 1996-97. To ensure the existence of suitable administrative arrangement of the schools for effective management and availability of staff and facilities in order to provide quality education to students, the Government proposed to constitute an autonomous registered Society. Accordingly, the Karnataka Residential Educational Institutions Society (Society) was constituted (October 1999) to establish, maintain, control and manage residential educational institutions and to do all acts and things necessary for or conducive to the promotion of such schools set up for this purpose besides the following:
i) To prepare, introduce, supervise and modify from time to time the curricula and other programmes with regard to education of the students in the residential schools under the management of the society;
ii) To create academic and other posts in these schools as required for the better running of the Institutions;
iii) To receive funds for the purpose of running the Society and its constituent schools from the State Government, the Government of India and other sources;
iv) To construct and maintain buildings and to receive and hold assets necessary for the suitable running of the Society and its constituent schools;
v) To appoint staff, fix remuneration and make payments as required from time to time for the running of the Society and its constituent schools.
